The City of C
hino’s drinking water supply is a blend of
surface water (rivers, lakes, stream
s) and groundwater
(wells).
Surface w
ater is
imported
from
Northern
California by the M
etropolitan Water D
istrict (MW
D)
of Southern California via the State W
ater Project aqueduct, and is treated at the A
gua de Lejos Water
Treatment
Plant located
in U
pland. G
roundwater
supplies are extracted via local wells operated by the
City of Chino or by the Chino B
asin Desalter A
uthority (C
DA
). In
2012, treated
groundwater
represented approxim
ately 80% of your drinking w
ater supply, w
hile the remaining 20%
was produce d by the A
gua de Lejos W
ater Treatment Plant.
Much like other w
ater agencies, the City of Chino treats
its various sources of water to com
ply with State and
Federal standards. All treatm
ent activity is approved by the C

The City of C
hino’s drinking water supply is a blend of
surface water (rivers, lakes, stream
s) and groundwater
(wells).
Surface w
ater is
imported
from
Northern
California by the M
etropolitan Water D
istrict (MW
D)
of Southern California via the State W
ater Project aqueduct, and is treated at the A
gua de Lejos Water
Treatment
Plant located
in U
pland. G
roundwater
supplies are extracted via local wells operated by the
City of Chino or by the Chino B
asin Desalter A
uthority (C
DA
). In
2012, treated
groundwater
represented approxim
ately 80% of your drinking w
ater supply, w
hile the remaining 20%
was produce d by the A
gua de Lejos W
ater Treatment Plant.
Much like other w
ater agencies, the City of Chino treats
its various sources of water to com
ply with State and
Federal standards. All treatm
ent activity is approved by the C

The City of C
hino’s drinking water supply is a blend of
surface water (rivers, lakes, stream
s) and groundwater
(wells).
Surface w
ater is
imported
from
Northern
California by the M
etropolitan Water D
istrict (MW
D)
of Southern California via the State W
ater Project aqueduct, and is treated at the A
gua de Lejos Water
Treatment
Plant located
in U
pland. G
roundwater
supplies are extracted via local wells operated by the
City of Chino or by the Chino B
asin Desalter A
uthority (C
DA
). In
2012, treated
groundwater
represented approxim
ately 80% of your drinking w
ater supply, w
hile the remaining 20%
was produce d by the A
gua de Lejos W
ater Treatment Plant.
Much like other w
ater agencies, the City of Chino treats
its various sources of water to com
ply with State and
Federal standards. All treatm
ent activity is approved by the C

onfidence Report
2012 Drinking Water QualityWATER QUALITY STANDARDS
AND DEFINITIONS
Maximum Contaminant Level (MCL): The maximum amount of a contaminant that is allowed in drinking water. Primary MCLs are established as close to the PHGs (or MCLGs) as is economically and technologically feasible. Secondary MCLs are established to protect the odor, taste, and appearance of drinking water.
Maximum Contaminant Level Goal (MCLG): The amount of a contaminant in drinking water below which there is no known or expected potential risk to health. MCLGs are established by the EPA.
Public Health Goal (PHG): The amount of a contaminant in drinking water below which there is no known or expected potential risk to health. PHGs are established by the California EPA.
Primary Drinking Water Standard: MCLs and MRDLs for contaminants that may affect health. It also includes the monitoring, reporting, and water treatment requirements for these MCLs and MRDLs.
Secondary Drinking Water Standard: MCLs for contaminants that may affect the color, taste, and aesthetic properties of water.
Notification Level (NL): Notification Levels (also known as Action Levels) are advisory levels established by CDPH for contaminants in drinking water that lack MCLs. The CDPH recommends that water utilities remove a water source from service if a contaminant is present at a prescribed level greater than its Notification Level.
Maximum Residual Disinfection Level (MRDL): The maximum amount of a disinfectant allowed in drinking water. Addition of a disinfectant is required for control of microbial contaminants.
Maximum Residual Disinfectant Level Goal (MRDLG): The amount of a disinfectant added for water treatment below which there is no known or expected potential risk to health. MRDLGs do not consider the health benefits resulting from the required application of disinfectants to control microbial contaminants.
Treatment Technique (TT): A required process intended to remove or reduce the amount of contaminants in drinking water.
Action Level (AL): The amount of a contaminant which, if exceeded, triggers treatment or other requirements that a water system must follow.
NTU = Nephelometric Turbidity Unit or unit measure of clarity;
pCi/L = picocuries per liter or the measure of radioactivity;
TON = Threshold Odor Number or unit of measure for odor;
µS/cm = microsiemens per centimeter or the measure of electrical conductance;
ppm = parts per million or milligrams per liter (mg/l);
ppb = parts per billion or micrograms per liter (µg/l);
ppt = parts per trillion or nanograms per liter (ng/l);
NS = No Standards are currently established;
NA = Not Applicable because monitoring is not required or there is no established standard;
ND = Not Detected in laboratory analysis
FOOTNOTES(a) = No more than 5% of monthly water samples shall test positive for coliform bacteria. The “average” is equal to the percentage of positive water samples for coliform bacteria.(b) = This report describes the range of measured nitrate concentration in blended groundwater prior to delivery to the City of Chino’s distribution system. The average nitrate concentration is based on an annual average. Nitrate in drinking water at levels above 45 ppm is a health risk for infants of less than six
months of age. Such nitrate levels in drinking water can interfere with the capacity of the infant’s blood to carry oxygen, resulting in a serious illness; symptoms include shortness of breath and blueness of the skin. Nitrate levels above 45 ppm may also affect the ability of the blood to carry oxygen in other individuals, such as pregnant women and those with certain specific enzyme deficiencies. If you are caring for an infant, or you are pregnant, you should seek advice from your health care provider. Nitrate levels may rise quickly for short periods of time because of rainfall or agricultural activity.
(c) = Single test result therefore the average is equal to the range.(d) = This report describes the range of measured 1,2,3-TCP concentration in the various sources of water that comprise the City of Chino water supply. Some groundwater produced by City of Chino and CDA wells contained concentrations of 1,2,3-TCP that exceeded the 5 ppt AL. The DPH recommends that
water utilities remove a water source from service if the 1,2,3-TCP concentration is 100 times greater than the AL.(e) = Based on composite analysis of source production after treatment/blending and prior to delivery to the City of Chino’s distribution system.

Possible Sources of Contaminant
Naturally present in the environment
By-product of drinking water disinfection By-product of drinking water disinfection Drinking water disinfectant added for treatmentPossible Sources of Contaminant
Internal corrosion of household plumbing Internal corrosion of household plumbing
explosives, flares, matches, and a variety of industries. It usually gets into drinking water as a result of environmental contamination from historic aerospace or other industrial operations that used or use, store, or dispose of perchlorate and its salts.
Possible Sources of Contaminant
Soil run-off
Erosion of natural depositsDecay of natural and man made depositsErosion of natural depositsErosion of natural deposits
Erosion of natural deposits; residue from some surface water treatment processes Errosion of natural deposits; runoff from orchards, glass and electronics manufacturingDischarge from steel or pulp mills and chrome plating; erosion of natural depositsErosion of natural deposits; water additive that promotes strong teeth; discharge from fertilizer and aluminum factories.Run-off and leaching from fertilizer use; leaching from septic tank and sewage; erosion of natural depositsPerchlorate is an inorganic chemical used in solid rocket propellant, fireworks, (continued below)
Banned nematocide that may still be present in soils due to run-off/leaching from former use on soybeans, cotton, vineyards, tomatoes, and tree fruitHerbacide runoff
