The European Youth Film Compeon 2017 was keenly contested and resulted in a large number of films of a truly high quality on the issue of populaon growth in Tanzania. Roeland van de Geer, Head of Delegaon O n the occasion of the European Climate Diplomacy Week (19 June – 02 July), the Delegaon of the European Union, the Embassy of Germany, the Embassy of France and DFID in collaboraon with the Goethe-Instute Tanzania hosted a public movie screening of the award-winning documentary “Kokota: The Islet of Hope" at the Goethe-Instute. The inspiraonal short film introduces viewers to resilient people living on the front lines of climate change and tells the story of how these unlikely heroes on the small island close to Pemba have managed to innovavely adapt to a warming climate while reforesng their island. The film demonstrates that simple soluons can have a huge impact. A high-level panel, including Dr Kahira Bwire, from the Vice President’s Office, Mbarouk Omar, from Community Forest Pemba Project and in charge of the project featured in the documentary, Ms. Rebecca Muna, Director of Civil Society Forum on Climate Change (FORUMCC), and Prof. Jamidu Kama from the Centre for Climate Change, University of Dar es Salaam, discussed the impact of climate change on communies, the economy and environmental systems countrywide with DFID’s Climate Change Advisor Abdalla Shah, who moderated the discussions. The Head of the Delegaon of the European Union, Amb. Roeland van de Geer, the French Ambassador, H.E Mrs Malika Berak and the German Chargé d’Affaires, John Reyels also parcipated in the event. Dr Bwire underlined the Government’s commitment to rafy the Paris Agreement, possibly aſter the next parliamentary session. In the Paris Agreement, a total of 195 countries adopted a universal and legally binding climate deal. The EU was the first major bloc to submit its intended contribuon to the agreement in March 2015. It is already taking steps to implement its target to reduce emissions by at least 40% by 2030. Dear reader,

It is a pleasure to present the Delegation's news flash over the months of June and July. The Climate Diplomacy Week attracted much attention, not in the last as the screening of the award winning documentary on the island of Kokota proved to be hugely popular. The Delegation was a full partner in the celebration of the Day of the African Child, which was attended by large numbers of children who participated in a broad range of activities. Other highlights in the period covered by this news flash were the opening of the carefully restored Old Boma in Dar es Salaam, the launch of the Women Leaders Power for Change project and of course the annual Dar es Salaam Cycle Caravan, with hundreds of cyclists enjoying Dar es Salaam on an early Sunday morning.

O n the occasion of the European Climate Diplomacy Week (19 June – 02 July), the Delegation of the European Union, the Embassy of Germany, the Embassy of France and DFID in

collaboration with the Goethe-Institute Tanzania hosted a public movie screening of the award-winning documentary “Kokota: The Islet of Hope" at the Goethe-Institute. The inspirational short film introduces viewers to resilient people living on the front lines of climate change and tells the story of how these unlikely heroes on the small island close to Pemba have managed to innovatively adapt to a warming climate while reforesting their island. R epresentatives of 18 Development Partners attended the Economic Outlook and Budget Speeches delivered on 8 June in

the Tanzanian Parliament by Hon Phillip Mpango, Minister of Finance and Planning. While in Dodoma, the DPs also had an

opportunity to meet with the Parliamentary Budget Committee (BC) and the Public Accounts Committee (PAC) on the 9th of

June.

Also, the Heads of Missions paid a courtesy call to the Speaker of the National Assembly Hon. Job Ndugai. The team comprised

of British High Commissioner Sarah Cooke, Finnish Ambassador Hukka Pekka, Norwegian Ambassador Hanne–Marie Kaarstad,

World Bank Country Director Bella Bird and EU Head of Economics and Governance, Olivier Coupleux, who was representing the

Head of Delegation.

O n 30 June, the EU was proud to be part of the

grand opening and ribbon cutting ceremony to

launch the Old Boma building, which was restored

and refurbished under the Dar es Salaam Centre for

Architectural Heritage—DARCH!

The EU has contributed EUR 930,000 to the project

which restored the Old Boma, Dar es Salaam's oldest

building. The Old Boma hosts initiatives to raise

awareness of the cultural, touristic, and historic value

of Dar es Salaam.

DARCH! OLD BOMA GRAND OPENING

T he EU joined C-Sema and other partners on 16 June to celebrate the Day of the African Child with over 1,000 children at the Jakaya Kikwete Grounds in Dar es Salaam. Children

from every part of Dar es Salaam were invited to participate in games and competitions, learn-ing and giving their opinions on their rights and welfare, and simply having fun. Different stakeholders exhibited their work and engaged with the children. The EU Delegation challenged the kids to share their thoughts and wishes for children in Tanzania. The EU team

was greatly supported by the Clown-Doctors who made animal balloons and painted the children's faces. The EU Ambassador Roeland van de Geer was presented with a Scarf of Honor by the Children’s Scout Group during the occasion. He was also present at the evening’s panel discussion which discussed child welfare in the Tanzania.

#EU4CHILDREN: DAY OF THE AFRICAN CHILD

O n 02 June, Mr. Olivier Coupleux, the EU Head of Economics and

Governance, together with Honorable Anna Makinda, Former Speaker of

the Parliament of the United Republic of Tanzania, Dr Susanne Luther Hanns

Seidel Foundation Director of Institute for International Cooperation and other

development partners, launched the Women Leaders-Power for Change project

in Dar es Salaam.

The EU contributes EUR 600,000 to enable women to participate to a greater

extent in political processes, especially in preparation for the 2019 and 2020 na-

tional elections.

EUROPEAN YOUTH FILM COMPETITION 2017

T he European Youth Film Competition has progressed well since its launch in May. Over 120 young film makers applied to compete for the best short films on the topic of population growth in Tanzania and win prizes worth TSH15 million.

From 22 to 24 June, 32 selected contestants participated in a workshop to learn about population growth in Tanzania and all elements of film mak-ing, from pre- to post-production. During the workshop Elizabeth Ann Talbert, Senior Statistician at the World Bank and Edwin Ninde from the Planning Commission in the Ministry of Finance and Planning presented facts, figures and implications of population growth in Tanzania. While globally fertility is now at 2.5 children per woman, Tanzania remains with a high fertility of 5.2 children per woman. Rural growth in Tanzania is slowing down but urban growth has accelerated and is now at more than two times the rural

rate. There were lively discussions about the implications for health services, infrastructure, education, the labour market, the use of natural resources and the environment.

Film experts and EYFC judges Richard Ndunguru, Amil Shivji, Deepesh Shapriya and Issa Mbura provided the participants with a solid basis of all elements of film making: visual story telling, pre-production, working

with actors, tools and aesthetics for production as well as work flow, roles and responsibilities and technical aspects after the shooting. The Film Board gave an overview of the Tanzanian film industry and the Copyright Society of Tanzania (COSOTA) taught the participants on rules and regulations regarding copyright.

After the workshop the contestants were given a month to produce their short film on the topic and take advantage of asking advice from the EYFC experts. 23 short films were received and the judges once more had the hard task to select those who would continue in the competition.

On 31 July Ambassador van de Geer, Head of the EU Delegation, announced the 16 films which were selected. In August and September these 16 films will be screened around Dar es Salaam at no cost to the general public who will also be given a chance to vote for their favourite film.

T he EU supports Maasai

Pastoralists community through a project: Investing in Maasai women for improving rural community well-being. The project improves the capacity for vulnerable Maasai Pastoralists in adapting

and increasing resilience to adverse effects of climate change. The project uses natural fruits and vegetables to make non-toxic leather and cut and bead it into beautiful products at the Mkuru training camp. In the remote village, the project is providing the women with a course in Market Place Literacy – learning about how to identify quality, and support customers, as well as run a small business.

A delegation of the EU Humanitarian Aid and Civil Protection programme (ECHO) visited Dar es

Salaam in late July to discuss EU assistance to the Burundian refugees in Tanzania. The delegation met with the Government of Tanzania, a wide range of UN agencies, Tanzania's development partners and non-governmental organizations. The mission is seen here briefing the EU Delegation in Dar es Salaam.

T he European Union and REPOA cooperate closely

on a wide range of issues and REPOA's Director Donald Mmari is a regular and very welcome visitor to the Delegation of the European Union in Umoja House. In recognition to the support by the European Union to REPOA's 22nd Annual Research Workshop, Mr. Mmati handed a token of appreciation to Head of Delegation Roeland van de Geer during a short ceremony in the EU Delegation in June. The execution and promotion of research in general but specifically to facilitate well informed policy decisions is vital to REPOA's programme of activities and the EU Delegation is keen to support REPOA whenever possible.

E U Ambassador Roeland van de Geer was part of the launch of the African Peer Review Mechanism (APRM)

Tanzania Country Review Report, that was officiated by the Vice President Hon. Samia Suluhu Hassan on 19 July. The occasion which was attended by government officials, international and development partners, as well as NGOs and private sector, was held at the JNICC in Dar es Salaam. The report is an inclusive and extensive assessment of the country on its state of governance.

O n 18 July, United

Nations Messenger of Peace, Dr. Jane Goodall, was a special guest at the Norwegian Residence, on a forum on ‘Ending Violence Against Children.’

The occasion brought together more than a 100 people from diplomatic missions, public offices, child rights organizations and the media. Ms Goodall shared her experience on the many children she had met who had suffered under domestic violence and child labour. She recalled the importance of protecting the planet and the environment for the next generation. “We have not inherited this plane from our ancestors. We have borrowed it from our children.”

O n 28 July, the Ministry of Finance and Planning of the United Republic of Tanzania hosted a contract signing

ceremony for the upgrading of the Kidatu – Ifakara road to bitumen standard. Ms. Amina Shaaban, the Deputy Permanent Secretary for the Ministry of Finance and Planning and the Contractor, M/s Reynolds Construction Company signed the TSH 101 billion contract. The works are jointly funded by UKAid, the EU and USAID.

O n Saturday 1 July, H.E. Roeland van de Geer, the Head of EU

Delegation to Tanzania and Rev. Prof. Joseph. W. Parsalaw, the

Vice Chancellor of Tumaini University Makumira, were honored to be

joined by Hon. Annastazia Wambura, Deputy Minister of Information,

Culture, Arts and Sports and Rev. Frederick Shoo, the presiding Bishop

of the Evangelical Lutheran Church in Tanzania, to the dedication of the

Cultural Arts Centre buildings at Tumaini University. The construction

was carried out as part

of the Traditional Music

and Dance Preservation and Promotion in Northern Tanzania project .

The project is financed by the EU with a total of EUR 1million and

designed to create economic activities and opportunities through use of

traditional dance and music cultures in Tanzania. Construction of a

permanent Cultural Arts Centre for these activities will help ensure the

sustainability of the activities.

Ambassador van de Geer stressed the importance of preserving and

advancing traditional music and dances, especially in light of rapid

modernization and globalization that could threaten these cultures and

traditions.

DAR CYCLES FOR THE CLIMATE

DEDICATION OF MAKUMIRA CULTURAL ARTS CENTRE

H undreds of people turned out for the Dar Cycle Caravan, which was organized by UWABA and the EU, as part of events to mark

European Climate Diplomacy Week in Tanzania. On 02 July, people from all walks of life gathered at the Mnazi Mmoja grounds in Dar es Salaam, where the cycle caravan began its two routes; a 8.5km and a 15 km route. This year the EU Climate Diplomacy Week was an occasion to underline the EU's commitment to the Paris Agreement, to preserving the very source of life: our planet and its environment. As one of the fastest growing cities in Africa cycling in Dar es Salaam is one of the best means of overcoming some of the related challenges. Among others, cycling can reduce the amount of time wasted in traffic congestions, it contributes to better health, saves money and of course contributes to a cleaner environment. As the caravan made its way through the streets of Dar, messages were broadcasted on how the public could play a role in creating a cleaner and safer environment, especially through cycling.

The caravan concluded with the traditional raffle game, that saw children and people with disabilities winning 15 bicycles and tricycles.
